It means, for each EOL indicators, Argentina gets :  ’D’ (Possibility of selective default) on quality of Entrepreneurship,  ’C’ (Currently Vulnerable) on ease of conducting Operations, ‘b’ (Lower Medium Grade) on quality of the Legal and regulatory framework. The last quaterly maintenance confirms an outlook stable.
